Low core clock under load on GTX 680

Hi, like the title says, my GTX 680 (PNY XLR8 Enthusiast Edition) is running on a low core clock under load. It stays around 600 - 900 while in game or running furmark, instead of 1006 or 1059.

GPU usage is generally in the 90s and temp in the 50s, and im running the latest drivers (331.82)

Other system specs:

2560x1440 monitor
Intel i7 930 @ 4.0 GHz
6 gigs ram.
1 TB WD Blue hard drive
750W PSU

I have another 680 and it runs fine.

Anyone know what could be causing this / how I can fix it?

Bump

This is what happens when I stress the gpu:




The core clock runs at 1006 when idle, and the voltage at 1.112 V. Soon as I do anything GPU intensive, the clock drops to 600-800, and the voltage drops to .987. Power seems to be throttling at 80% as well.

Did you increase the power limit in Afterburner/Precision? It looks like it may be power throttling (looks like it is bouncing off 100% in the graph, and the max shows as 103%).

Setting power limit to 132% didn't improve results.
