New 23/24" monitor

I'm looking for a new monitor, around the aforementioned inches. The features I want are: no ghosting, reasonable response time, hdmi and dvi ports, some way for audio output (preferably not speakers, a jack in the back for headphones is fine). I'd prefer it to be 16:9, but 160:10 is fine too.

I was thinking about buying an IPS panel, but as I've never owned one, I don't know if they are worth it; specifically I don't want to pay too much for it, (around 250euros) and I'm not sure that a cheap IPS panel is going to be better than a similarily priced TN. Also I don't like extreme brightness (backlight brightness that is), so I'm worried about IPS monitors...

I've seen the Dell Ultrasharp 23/24" monitors, but they lack hdmi and I kinda need it.

OK, I've decided to buy a Dell U2312HM after reading very in depth reviews about its ghosting and light bleeding, as well as its excellent response times.

My only problem is that they lack an HDMI. They're two years old, so I am thinking that there is a posibility that a new model will replace them soon. Is that common for Dell to renew their monitors in 2 years? Do you think I should wait some more?
