Is it enough of an upgrade vs what he's already got to satisfy someone who was seriously considering an Ivy-E? No.
Is it even a worthwhile upgrade if he has to drop ~160 on a CPU and another ~80 on a cooler? Probably not.
Since he is going on a new platform anyway, 4930k won't be that much more expensive, x79 and z87 boards are comparably priced these days and for xfire/120hz, those extra cores will be put in very good use under DX11. Mantle might be another story, that's why I suggested waiting a couple of weeks for it, if it is half as potent dealing with cpu overheads as they advertise it, it will make 4930k superfluous over 4770k. Right now it isn't, you do get extra punch for your money.
As for the BD/PD results, what you mentioned as expected is on the lower end of the spectrum. Vishera brought roughly 10% clock for clock increase on most synthetics, for games it is usually much higher than that, in the 20%+ ballpark. BF and Crysis 3 are exceptions in the sense they behave like multithreaded applications and bulldozer was doing ok there from the start. Net is littered with examples of vishera giving 20-30% more fps over a zambezi.
Is it enough of an upgrade for him? Probably yes. For somone that is considering an IB-E? Definitely not, that is one of the first things I told to the OP. He also doesn't need to drop 160 on a cpu, he could sell what he already has ,used zambezi octocores fetch more than a 100 from what I see.As for the cooler, no idea, never used his model, ever. In any case, the reduced cost of this upgrade is irrelevant, he can afford better stuff. Hell,I'd even take the small ipc hit of going 4820k over a 4770k just so I could get a hexacore later, If I didn't want to spend that much or couldn't afford one now.
