why not, when all things are considered, also i've seen heat pipes go bad before but, your right maybe should try and find some reviews of the newegg version since it's has slightly better design and possibly better performance. EDIT: one thing to consider is Rosewill usually is a "low cost" alternative so even with the nicer design the Arctic 7 may still be of better quality.
one thing that bothers me about the Artic 7 is it has no shroud so i'd think it spins the air around to some degree. Also worth noting it has free shipping
The Rosewill has a shroud but look how muhc smaller the fan is compared to the heat sink as compared to the Arctic 7, does it have bigger heat sink or just a smaller fan? also worth noting it's about 2 dollars cheaper.

notably better design and i know for sure it has solid mounting hardware but, IDK if the temps were miles better.
