Testing Wattage @ Wall - Please help

I have a killowatt power meter that I can plug into the wall.

@ Idle my 8350 unoverclocked uses around 150ish watts give or take and an amd r9 280x. when I run just the video card @ 100%usage it goes to around 400watts at the wall. When I start a test that uses 100% cpu usage while gpu usage is 100% the wattage at the wall goes below 400watts.

Is this sign of a bad power supply?

How can I tell if the power supply is causing any issues in my PC?

Dont think you have any problems

Is your PC unstable does it do strange thing and/or shut off freeze?

If not then you dont have any problems

shilka we had discussed this before but i bought the killowatt to make sure..

When I tried to push my voltage above 1.48 on my m5a99x board I'd get hard lockups. I upgraded to a sabertooth and haven't really tried to overclock yet..I gave it one shot @ 4800 with 1.48 voltage and for some reason my temperatures went through the roof...I may have to do a better thermal paste job.

Anyways, I put this new card in the rig last night along with the new motherboard and fired up counter strike go. with my 9800 gtx in CS:Go on low settings I cap my fps @ 145 and it rarely goes below 144fps with that card, cept when Im around smoke grenades. With the new 280x I get around 138fps on low settings but it doesn't really drop in smoke grenades. The GPU usag is only around 46% and cpu usage really isn't all that awful either.

Was wondering if power consumption had anything to do with the performance I'm seeing.

Basically its about, is it causing performance issues when gaming?

Could you explain why power consumption goes down when I run both GPU and cpu @ 100%?

But then again i am not an expert on anything then maybe the OEM part

The only thing I can think of is if CPU or GPU is throttling under load for some reason...most often this is thermal.

That's definitely not happening.

To me it looks like when CPU is at 100% the gpu doesn't process as fast.

I'm mining some coins and when I push cpu to 100% while gpu is going it goes from 740khash to 200khash.

I've seen the meter read 600 @ the wall as well
