It's because Intel went from giving everyone a boner over clock speed to giving everyone a boner over IPC when in reality, they matter about as much as each other.

You're judging on the theatrical and not the actual. Only a mid range GPUs and the graphics on chip can utilize the given bandwidth effectively.
So, the bottleneck isn't in the PCIe slot but in the PCIe circuitry on the CPU to the rest of the chip? Makes sense, because AMD always had a bit of a dual card bottleneck that wasn't due to CPU speed. (eg. Overclocked Phenom II with GTX 480 SLI barely gained 2fps for a friend of mine, yet faster GPUs than 480 + 2-5fps on top can run fine without a bottleneck.)

Although I want to see what overclocking and IPS is like, if I can go to one on FM2+ without sacrificing much performance in non-HSA apps (Remember that even if it has less IPC than my current IB it may still out-clock it, especially since my IB hits a wall at 4.5Ghz and Richland hits 5Ghz left and right...That's a ~10% increase there, on top of what seems to be a 10-25% IPC increase going from rumours and the like) I likely would go to one. I'm really hoping it's a side-grade for non-HSA/OpenCL enabled programs, which it likely will be in most games.
