Curious to know...would this work as biocide in my loop?

Probably, it has copper sulfate like any other biocide sold on watercooling shops. I'm not quite sure what the other ingredients are but make sure they don't react with copper/nickel before using it.

When you can get a known proven watercooling biocide like PT_Nuke or PT_Nuke-PHN for as little as ~$3-$4, and when just a few drops is all you need so it comes out to less than $1 a yr even with frequent drains/refills, I just don't see using anything like that would be in any way worth it, not knowing what concentration it has for how much to use or what the affects of whatever else is in it might have on the metals in your loop. There's just too much to lose and nothing to be gained imho.
