Potential upgrades

Hey folks, I just graduated from school and it looks like I'll be asking for upgrades for my graduation presents = )
Anyways, I'm upgrading my graphics card from an msi gtx 660 twin frozr/OC and I was thinking of getting an r9 290 or a used msi gtx 780 lightening. Any suggestions on which one I should get and why? Also, I'll be putting the card in my WC loop.

Additionally, probably not the right place for it, but I recently purchased an i7 4770k and I need a motherboard for it. I usually run MSI because I've had a lot of good times with their boards, but I'm looking for a fair board for around the $140 mark that OC's fairly well. Any suggestions would be helpful. Thanks everyone!
