I personally wouldn't use vinegar, abut I definitely flush my rads before using them.
The way I did it was heated distilled water up in a large glass dish in the microwave until it definitely hot but not boiling hot (used a glass dish as opposed to a metal pan on the stove to avoid any mixed metal issues) and filled my rad about 2/3 full and capped it off with stop plugs. Then I shook it pretty vigorously for about 30-45 seconds, being very careful not to touch the fins since they are super fragile - or at least the copper ones on my alphacool rads sure are, and then drained it into a large white bowl so I could see any debris in the water. And yes, especially the first time, there was definitely junk coming out that I wouldn't want floating around in my loop, clogging up my blocks.
I repeated this several times until there was nothing in the water any more.
You could just as well use tap water for the flushing like I did and just give it a final shake/rinse with distilled/deionized/demineralized water before putting it to use, but where I live distilled is cheap and readily available for under $1 a gallon (3.75 L) so it really wasn't a big deal to me to go through a little more than a gallon to get my rads clean & ready to use.
