Streaming Video Degrading Over Time

Hi Guys, I'm not sure if this is the proper place to post this, and if not i apologize.

Anyway, here's my issue. I've set up an older PC at my job to stream Bloomberg TV. When I navigate to the webpage and streaming begins, everything is fine. A little while afterwards the quality of the video begins to degrade. My estimates are that it take about 3-4 hours before noticeable hiccups begin to occur. Left unchecked the video moves a frame or two every 4-5 seconds. Audio is mostly fine.

The Specs on the PC are not the best but it's streaming for god's sake. Anyway here they are...
Windows XP Pro
Intel Core 2 Duo @ 1.6ghz
1gb of Ram
Integrated Intel Graphics G31/33 series

May it happen because of shared internet usage. maybe it switches to lower quality during peak load? Also what player used for streaming. I was playing this weekend with VLC settings and had lag during some settings (quality, codec, post-processing) windows media, classic player gave different results also.

The Office has more than enough bandwidth to support all the computers here. Its a relatively small office. Maybe 10 computers.

The website does not require a separate player. It's all through the browser which happens to be Chrome.

Just a few more details because I'm not sure I've explained the issue as detailed as I should've.

The quality itself, as far as the sharpness of the video is fine. What changes is framerate. It slows down almost to a crawl. And again, the audio continues in the background and sounds fine.

Did you check CPU utilization? I have E6400 cpu with~35% cpu usage during internet streaming. I installed catalyst today and usage went to 100 and I saw hit on framerate. After closing catalyst usage droped back to 35.
