Pick the size you want, there's plenty of monitors both 24" and 27" with 1080p and 60hz. It depends on your preference and how close you will be sitting.

You can connect a console to a monitor with DVI with an HDMI to DVI adapter, that's what I do. The image quality is the same, they're both digital signals. The difference is DVI will not give you sound. Even with HDMI, a lot of monitors don't have speakers. What are you doing for sound?

Personally I like IPS monitors for the colors. When I got one it was a huge difference. I personally don't mind the higher input lag they tend to have, but I also don't have experience with a low input lag monitor.
