It's a bit more nuanced than that: $50 million guaranteed today or the possibility of a court siding against the U.S. government and issuing a $250 million settlement. You have to take into account risks of litigation of this scale including, but not limited to, millions in attorney fees, years of legislation, and the possibility of losing the case and ending up with $0.

I probably said this earlier in the thread and am too lazy to search but this probably results from a junior NCO installing a SW package on a computer down range as a backup system, the backup system got put online hence the bill. We normal people aren't told how many licenses we have signal just pushes you the update if it's needed. It's not my intent to excuse it just adding perspective, I use thousands of dollars of software at work none of it me or my local IT guy installed it just comes automagically in the week update.
