Softwares like this one are on a different level, they come with a whole different set of rules, and that comes with a price. They can't fail, they can't have bugs, the company is usually required to guarantee 100% (or close to) uptime. And if something goes wrong due to faulty coding, they are liable for it. Considering what this software seems to control (troops and supply management), a failure could lead to loss of millions in equipment or even loss of life (speculating here), if they had issues with it, it could very well bankrupt the company responsible for it.
On a smaller scale, I used to work in a small GIS (geographic information systems) company that paid over 40k for individual licenses. And that's not even a military grade software.
