Is my CPU Throttling?

Hi everyone, I just built a new gaming PC and I've noticed in CPU Z and in the Task manager that the frequency of the CPU (i5 3470 which is originally at 3.2Ghz) drops to 1.9 - 2.5 every so often. This is when I'm not stressing the CPU, i.e. just on facebook, downloading something on steam, etc. Here's what HW monitor looks like, I'm not familiar with it so I can't tell if it's normal or not



Any help is appreciated

Completely normal. It's a powersaving future built in. You can disable it in bios if you want to (Intel speedstep and C1E etc.)
But if you want to save some power, let it be on! It will clock itself up when needed.
