Fans running slow

Hi,

(not sure if this is the right location to put this but it's about cooling fans anyway)

I'm helping a friend of mine build his computer, he has the same motherboard as I do ASRock Z77 Extreme4-M and a Corsair HX650.

However, he is having trouble with his fans. 3 of them are plugged into the motherboard.
Two for the CPU and one exhaust case fan.The two CPU fans are Corsair SP120s, the case fan is an Antec Tricool (120mm) blue LED fan.
One of the CPU fans sometimes doesn't spin up at all or doesn't reach the RPM it's supposed to run at, the other CPU fan seems to be able to pull full power at all times.
Same thing applies to the case fan. It can run at low setting, but it appears to be running a bit below that speed and when we turn it up to medium or high nothing changes.

Has anyone heard of this problem ?

EDIT:
The plot thickens, the two case fans in the front have the same issue, they are connected to a rail of the PSU and one of them seems to run at a lower RPM than standard, changing the setting of the fan doesn't speed it up at all. The second fan in the front does work at full power and it responds to changing settings Low-Med-High. These two are also Antec Tricool 120mm blue LED fans.

it could be that the fans do not have the needed speed adjustment that most other fans do. or they have a very low rpm rating (unlikely for the cpu fan) but at the same time yes. try setting the fans to manual in the bios and check your speeds from the sensors in the bios after you save and apply changes to see if anything happens

Not sure what you mean with the bold part but when testing separately on the rail, one by one, all fans work fine in all settings.

The low-setting seems to achieve about 1.000 rpm on the Antecs (normally) but when plugged in the motherboard it says the following :

Chassis : 640 RPM (A little over half of what it should be)
CPU #1 : 1.400 RPM (normal for this fan)
CPU #2 : 0 RPM (it didn't start spinning although it did seem to give some "kicks" to the fan to get it started, when I helped it with my finger, it started spinning really slowly.)

All power-saving features are disabled and Fan speed is set to manual.

do you have a dedicated fan controller lying around?

you could try that and just see if they need more power.

also try adding the spare molex power if you mobo has that option

I don't unfortunately, neither does he. From what we could find there's no extra power-delivery apart from the 8pin and the 24pin.

However, the front fans seemed to be having a different problem from the fans connected to the motherboard. I replaced the slow front fan with a different one and now they both work perfectly. So that's solved.

We figured, if that works, lets see what the motherboard fans have to say about that. However it didn't solve the problem.
Even with different fans, especially the second CPU fan cuts out or runs slowly every time, the case fan is doing better but I still can't control the speed.

I had an occurrence some time ago where the mobo fan headers were no good...the fans connected ran slower and slower until I realized that the system was quieter than it used to be.

Solution was to connect them directly to the power supply.

We'll be testing it thoroughly tomorrow but if that's indeed the case, it's another set back for this motherboard with a different unit, after the shoddy PCIe bandwidth debacle I ran into with my motherboard.

Are you sure you're not using 4 pin fans in 3 pin headers?
PWM and non-PWM fans use completely different ways to control fan speeds. Odd things can happen if you try to control voltage on a PWM fan.

Yep. There are no four pin fans on the CPU cooler, he's using Corsair SP120s.
