Being 1066 (533*2) is really telling how you cheaped out on your RAM
These are good brands that can OC even on the cheap side : Kingston HyperX, G.Skill Ripjaws.X/Z or ARES or TridentX, Crucial. Make sure you are either getting 4x2 (8GB total) or 8x2 (16GB total) and don't put them in different colored slots
I suggest getting 1600C9. you'll be fine there

See if you can find the part number in cpu-z or on the ram itself and talk to a ram expert, but just make sure to do it on a fresh independent copy of windows. It can easily corrupt your current instal.
I doubt it really, i think all he has is some "bargain bin RAM"
