Ok this may sound weird, but could you unplug your PSU or turn off your PSU and hit the power button a few times to drain your capacitors and let is sit unpowered for 30 seconds. When that is done, plug the psu back in and try and power it up.

You could also try another processor. if you have one.

If using Sub-D connector (VGA) , make sure that connector is FULLY inserted.

Sometimes a small difference and doesn't make full contact and we don't see anything in monitor.

UPDATED, omg I finally got it to post, I appreciate the helpful tips I did quite a lot actually, reseated the CPU, fresh TIM, for some reason the heatsink install was a lot smoother this go around, I don't know, checked all connectors and reseated the main pwr connector to mobo, now I'm going to buy a H55 so rid of this crap heatsink, I appreciate your help guys.

Besides video connector , it's possible that real problem was power connector....sometimes people think that connectors are fully inserted and are not or that just because there is a gap of 1mm or even less that is not enough to make problems, but it is.
