Okay, well does it turn on without signal or no turn on at all. If it turns on without signal its GFX if not, its the PSU for sure. You can also wire the PSU and test if it turns on to rule out a messed up motherboard.

I recommend that Hipro if you are low on money because its amazing for the price.

ok then I would be about 75-80% sure that it's the power supply, try out a friends power supply and see if it's good, if it is then youre in luck, all you have is a faulty power supply.

it does not turn on at all. as I said, the light indicating the mobo has power does not come on when I turn the power supply on, so it has to be the power supply

Do you smell a smell of burning electronics? When my old old PSU went out the whole house smelled. I immediately ripped the psu out and threw it out. The case would not get rid of teh stench so I had to eventually get a new one.

I was going to buy that exact PSU for a friend's build. Hipro manufactures them for OEMs (I've seen many of these in HP's PCs) and therefore must be very stable and push exactly what they are rated as because OEMs definitely don't want to replace a system due to the PSU.

so, yea I got a new one, and tried it, and STILL NOTHING

if at all possible, what else could the problem be? I've checked jumpers, I've checked connections, I don't know what else it could be.
