RAM WEI much lower on i3 build vs i5 build, why?

I've built a basic office computer for my mom, and was looking at it's Windows Experience Index and the memory score seems low. Here is the build:

Core i3-3240 @ 3.4 GHz
GA-B75M-D3H rev 1.2 -- Bus = 100 MHz (F14 BIOS)
G.Skill ECO 4 GB RAM @ 1600 MHz 8-8-8-24 (DRAM 1.4 V)
Intel HD Graphics 2500
WD Caviar Blue
Antec Earthwatts 380W

And I'm getting the following WEI:

7.2
5.9
4.9
6.3
5.9

I'm actually surprised the CPU and 3D graphics ratings are as high as they are, but I don't understand the memory index. I took that RAM off my own rig (in sig) when I upgraded to some 8 GB Ares. The score I got for the G.Skill ECO on my rig was 7.7 (the Ares are 7.6, but I downgraded the timings to save money, CAS 8 was $35 more).

Now my rig's bus is 150 MHz vs 100 MHz for the i3 architecture, but can the bus speed really make that much of a difference, ie 7.7 vs 5.9? Or is there also an architecture difference in how the i5 cores access the RAM vs the i3 cores? Or is something wrong?

I note that I'm getting odd behavior from the GA-B75M-D3H in that it does not show the splash screen on startup even with the GA logo enabled in bios. You can still enter BIOS with Del, but you only have about 1 sec to hit it at a blank, black screen before it goes straight to the Windows 7 load screen.

Any input is much appreciated. For reference the WEI on my own rig is currently:

Forgot to mention that I have confirmed the RAM speed/timing in CPUZ.

I may have answered my own question, this thread seems to suggest that the difference in WEI RAM scores is only a few percent, and may not be meaningful.
