6950 stuck at 500mhz/1250mhz

I recently purchased a used non-ref xfx Radeon HD 6950. I have had an identical one for some time now without any problems and picked up this one with the intent of litecoin/altcoin mining. The problem is that, regardless of what I do, I cannot get the card to clock at anything except 500mhz core and 1250mhz memory. The memory clock is alright, that's stock for this card, but the core clock is not. The solution seems to be to disable 2d clocks. I was following this thread here: http://www.tomshardware.co.uk/forum/372147-33-7870-sticking-stock-clock-rate but when I downloaded iTurbo, the current version lacks the ability to disable 2d clocks. HIS' website lacks previous versions of iTurbo as well, so I'm wondering if anyone either has an older version of iTurbo they could give me or if there is another solution to this.

have you checked out MSIAB? it lets you set profiles for 2d/3d clocks.

Ya, Afterburner has always been my goto, but it didn't work. I've remedied the problem by using iTurbo to coax the clock speeds up to the desired levels. It works now, but the clock speeds cannot be auto applied.
