Maybe you already know this, but the first step is not the hardware, or the software, it's the videocam. You said editing in HD. That means getting the HD into the computer, which means you have far fewer choices. Adobe products just don't support as many HD cams. In fact, there are really only two that support the best HD cams directly -- Avid and Apple. Otherwise, you will be converting. I have to assume that with $9K budget for PC, that you are using more high-end cams and not the $400 models. My other advise:

1. Go with a RAID for the best throughput, but put your footage on an external LAN drive. You will avoid some serious heat problems.
2. Go with Core 2 Duo Extreme for all the fantastic processor specs for editing.
3. Go PC all the way. Mac is great for the interface, and everything "just works" but the hardware and software is just too darn expensive. Put more money into an amazing HD display -- the Dell 3007WFP-HC has a high color gamut -- storage, DirectX 10 card, RAM, etc. and go Avid Xpress HD.
