MSI r9 280x GPU voltage doesn't increase

so i tried overclocking my r9 280x but it crashes my games. i overclock it to 1120 @ 1.25v, but i found out that my voltage doesn't really increase, it stays at 1.131 even though i set it @ 1.25v. help me with this, guys. thanks in advance!

i7 3770k @ 4.2ghz
msi r9 280x
msi z77a-g45 thunderbolt
2x4 gskill ripjawsx 1333 mhz ram
1 tb wd + 500 gb
corsair cx750m psu

It's probably locked. You could try to flash a different BIOS on it then try your luck but it's a risk you might not want to take.
