Need help fixing/troubleshooting relatives PC. Huge packet loss.

Hey there,
So I'm visiting my family for the holidays and my brother starts complaining that his computer is having internet problems. Now this is wierd, because I bought my computer along with me for the visit and within a week of being here my mobo's Ethernet port kicked the bucket (motherboard is only about 4 months old). Anyway, basically I started getting packet loss on it for the first few days I was here and then with no warning my PC blue screened one day and when I rebooted I couldn't get the port to work. After switching to a wireless adapter I had lying around my internet has been fine but the ethernet port still won't detect any ethernet cables being linked into it (Nothing in device manager about the controller or port being dead or having problems either.

Now, Last night my brother started having HUGE packet loss problems, and I am talking huge. I loaded up Teamspeak 3 for the accurate read out that it provides on network traffic through the client and as soon as I connect to a server the packet loss starts going up by 0.5% packet loss on all incoming data every second until after about 30 seconds it stops around 15 to 16% packet loss. This happens on every program that I tried to use on his PC, I couldn't even load webpages or run windows automatic updates because it was that bad.

The motherboard on his Pc is an ASRock N68-VS3 FX which uses the dreaded Nvidia Nforce Network controller. Literally just googling this network controller most of the results are about Packet loss under windows 7 with this controller. I just finished overclocking his PC yesterday (Please don't buy this motherboard anyone, it is horrible to Oc on.)

I followed the standard protocol, Download the latest drivers from the ASRock Website(done on my pc and transferred via USB drive as he cannot even connect to my pc over the network without copying files throwing errors), install them, install the latest Bios version, Follow what Microsoft suggested about Disabling RSS through command prompt.

Does anyone have any experience with this problem or have any Idea how to fix this. Nothing I have done has made the tiniest bit of difference.
Are the fact that both my own PC's network controller and his Network controller have died at the same time purely coincidence? I'm getting zero packet loss on my computer or on another computer in the house that is wired in so its definitely the actual Nforce controller on his pc that is having the problems.

Any help would be fricken fantastic. I can send screenshots of anything you need including the properties of the controller if need be, just request it and ou will recieve it.

Cheers!
Dan.

In personal experiences, when I get Packet loss its almost always due to the ISP having troubles. Just to make sure, I'd give em a call, even though some computers aren't having troubles. and if it's only his controller

Since your Googling finds that it's a common issue, and his has failed to the point of un-usability, I'd throw in a PCI network card and call it a day.
