Pixel Fill rate on 580 seems very very low

I was poking around on Google trying to find the max safe voltage for a 580 and i came across something that concerns me. The average 580 should have 37.1 Gpixel/sec but mine is only 24.7Gpixel/sec. Is this a hardware issue or is it more likely to be GPUZ reporting wrong numbers?
Also what is the max safe 24/7 voltage for a 580 with stock cooler?

Ok in GTX 580 you have 48ROPs but only 16SMs.

The ROPs run at the GPU clock 772Mhz so they can fill maximum 48*772Mhz = 37.1Gpixel/sec
But in Fermi before ROPs pixel are processed by the SMs which can process 2 pixel per clock cycle. So maximum 16*2*772Mhz = 24.7Gpixel/sec which is the critical path.

But why are you concerned about Pixel fill rate? is never a relevant bottleneck. With 24.7Gpixel/sec can "process" 1080p at 11000fps.

No! GPU-z is reporting the "right" thing : min(SMs*2*clock, ROPs*clock, other much tighter bounds that neither can infer)

In the ROG screen the GPU clock is raised to 900Mhz and it reports the more relaxed bound ROPs*clock (48*900Mhz=43.2Gpixels/sec).
With this clock GPUz would report 28.8Gpixels/sec

Yes that's right. Gtx 580 totally pounds 285 even if they have almost the same pixel rate because 28.8Gpixels/sec is a HUGE fill rate to begin with. No matter what you are processing with your GPU, pixel fill rate will not be the limiting factor. This is a theoretical number and it used to be relevant in VERY old gpu architectures.

For example say you card can indeed do 28.8Gpixels/sec. For this pixels to contain any meaningful content, you would need at least 345GB/sec memory bandwidth before pixel fill rate starts bottlenecking you. Not even 780Ti has this bandwidth. Not to mention the actual processing power you need to calculate the pixels at this rate.
Fill rate is indicative of the throughput of the final stages of the graphics processing pipeline.
The pixels going from the SMs which can pump at a maximum 28.8Gpixels/sec to the ROPs which can pump at 43.2Gpixels/sec.

Is like having two water pumps connected, the first one can push 100litres/min and the second 200litres/min or 10000000000 litres/min it doesn't make any difference since is limited by the previous stage. And in the case of pixel fill rate even the first pump's rate (SMs) doesn't matter since its rate is limited by other factors and it would not be used at full capacity.
