Try taking a screenshot of it while it's happening, and uploading it here.
If we can see it, it's a graphics card problem, if we can't, it's a monitor problem.

ok here is one that i can see numerous green flashies on...but looking at these screenshots leads me to believe its my monitor.....they are mainly on the top 3rd or 4th of this screenshot, you might not see them

its an attachment on here...never done this before i uploaded it...

i heard the green flashing dots were an issue with the 97.xx drivers for the 8800 series....can anyone confirm this?

My only conclusion based on that screenshot is that your monitor is the problem, because i can't see anything wrong with the screenshot. Check to make sure your DVI connector is firmaly in place and the monitor cable isn't bent badly anywhere....
