Overclocking GTX 680, but keep hitting Power Limit in EVGA Precision X. Need help

So I am benchmarking using 3DMark11. On +181 it hit it once but the score was high. Eventually made it to +191 after reducing it after some crashes and it hit the power limit like 10 times. So what's the cause of the power limit? The PSU? Or is it something that just happens and I should go lower until I see no Power Limit being reached? And where there was only one Power Limit reached on +181, running the same test on +181 has reached the PL multiple times. ***?

What's the cause of this and why do my scores ending up changing drastically even if I keep it on the same settings? I got as high as 3754 on FireStrike Extreme and then running the same test again with the same settings would drop it down to like 3300.

Mod the BIOS and change your power limit to something higher
