7970 getting too hot!

I have a MSI reference 7970 and recently noticing a weird behavior. I was using the card with a waterblock but I needed to change it so I put the stock cooler back on it again till I got my new block. Now, my card runs way hotter than usual. This is how it behaves -

- When the system boots up, the fan spins up to 100% speed, and then comes down.
- The idle temperatures hover on 55-60 C (ambient ranges from 21-25 C) and shoots up to 80 odd when youtube videos load out etc. I see sudden shoots of 80 odd, then coming down even in idle.
- I can not load up any graphics intensive game. Within minutes of launching BF4, the temps rise up to 95-97 C and the fan goes berserk.
- Strangely, when I feel the exhaust air coming out from the back of the case, it doesn't feel hot.

Here is what I did -

- I cleaned up the entire stock cooler, cleaned up the thermal paste, and reapplied fresh TIM on GPU chip.
- Put fresh thermal pads on memory/VRM.

But the issue continues. Can this be a driver issue? I have never faced such thing before. I gave the card to a friend of mine to test and he says the card behaves the same in his PC as well.

Any help would be appreciated.

could be software. The redneck solution is to jut put the watercooler back on. your computer apparently misses it and is unhappy. Also possible you bent or broke something when you did the cooler swap.

eliminating the software problem efficiently is beyond my ken but there's always the nuclear option of resetting everything back to stock and starting over.

If there's no hot air blowing out that tells me the heat isn't being transferred to the heatsink. Is the card behind the GPU hot? If so, it's probably not software.
