Since you have two GPUs, switch them around and use the other one to connect to the monitor and see if it continues.

i bet that it is a PCB in ur LCD that need soldering.

i have a secondary LCD out of warranty that has a very bad PCB that needs soldering and it gets the same type of garbage (artifacts if u want to call it) on the screen and occurs just as u described urs. to make it go away, i simply press on the case were the PCB causing it is, and then it goes away. Press on (and squeeze) the case in every area surrounding the screen to find were the bad PCB is. u'll know were it is when the picture is effected by pressing and squeezing of the case. Don't squeeze on the LCD screen itself, just the outer part/ the case.

The reason restarting effects it and time effects it is because temperature effects it. and both of those can change or vary the temperature.

So if it is under warranty get it replaced. If it is out of warranty u can go as far as opening the Case. ("LCD Open Case" Youtube.) And the same links can help explain how to problem solve/ repair it including actually soldering it if u know how to.

For me personally, i'm satisfied with messing with the LCD's case when it 1st comes on and also, maybe one or more times every eight hours. I even sometimes attach a paper binder to the case (to squeeze the case) were the bad PCB is and it goes away sometime well in excess of 8 hours. But mine will inevitable always returns. My bad PCB is in the middle of the top of the LCD. i think that is the most common area but try all areas.

i discovered mine after a brand new ASUS LCD freaked out in 24 hours and i returned it immediately. and shortly after found a used LG state of the art one for practically nothing. ($20 i think at a flea market.) And it freaked out too in the same sort of way. So i decided to maybe take the sucker completely apart as long as i googled first to me sure that it wasn't as dangerous as taking an old CRT or any PSU apart. (CRTs and or a PSU can retain electricity for long periods of time after disconnecting them from a power source. Never open one of them unless u are a trained and certified electrician of some type.) But i never saw anything about dangers of messing with an LCD as long as they are unplugged. But i'm not a trained electrician of any kind so google it urself and don't trust me on the dangers of LCDs.
