Problem with display when playing video

I'm not really sure which section to post this in cause it's not really about monitors but it's a display problem, so if this needs moved just tell me. Anyways, whenever I open up a video when it is loading a bunch of pixels around the screen(the part that isn't playing the video), turn a random color and stay that way. If i refresh the desktop or drag a window over them they change back to normal but if I don't they stay that way. I really have no idea what could be causing this. I tried uninstalling codecs and installing different ones but that doesn't seem to be it. Any help or suggestions would be greatly appreciated!!

It seems to be working fine now. I think it had something to do with using ATI tool at startup because I disabled it and now there is no problem.
