@jihawn I don't, sadly. As you can see, I'm a horribly nooby PC Builder when it comes to this kind of stuff, Haha.

Is it 100% certain that my PSU is to blame, and not other components like the motherboard? I mean, upgrading to an awesome 80+ bronze certified modular PSU is great and all, but it'd suck that I'm spending money in something that won't help me solve my problem.

Nothing in this hobby is ever 100% until you finally fix it. Often, even then you still don't know what was wrong. It's not necessarily your PSU. To be honest, if your GPU wasn't getting powered properly from the PSU it would probably just not work or you'd literally smell it cooking (not enough or too much power will both roast your card). It's either an "it works or it fries" kind of deal most of the time. PSU problems can't be ruled out entirely though, but I'd investigate the card further before the PSU. Try installing the card to a different PCI-E slot and see what happens.

If your PSU is as crap as you say it is, If the above doesn't change anything, then I WOULD look into getting another PSU because there's not much that can be done for a busted GPU except toss it in the bin. Worst case scenario here is that your card is actually fried and the PSU is fine and the problem persists. In this case, you'd have now bought a quality PSU to avoid something bad happeneing to future hardware you put in your build. Then you can replace your GPU with a little more peace of mind knowing these kinds of things won't happen again. If the card is shot, it could be because of poor power delivery after all.

without test equipment to check your power to the gpu
I would only be guessing and I don't like to guess.
so you either need a volt meter or another power supply to try.
you can pick up a plain mini volt meter for about 10 bucks to
test the voltage, you don't need a high dollar meter.
I have a very good one but I use it with part of my job.

@lowfiwhiteguy: I'll definitely look into that. Thanks for the advice. I wish I would have done research beforehand, because Ultras are known for being pretty horrible power supply makers. I think my mobo is limited to just one GPU, however.

@jihawn: I'll see if I can go to a local electronics store and check if there's any for cheap. I live in Puerto Rico, so certain things are more expensive here (like a 560 TI worth nearly 300 bucks, makes no sense). I just find it odd that my GPU is at 100% load at the simplest of games.

if ur trying to get a R9 290 you need more than 600 watts for sure. 700 to be sure if you overclock

it could be that the card is downclocking to idle or video watching clocks. Try playing games without internet browser open. I dont see what other reason the GPu would max out at 100%

Try catalyst 12.4(before uninstall the driver)

Thread Starter
I apologize for not posting yesterday. I was out with the family all day. Well, my problem was inexplicably solved. I just removed the GPU and used the onboard graphics for a few minutes. Then I turned off my PC and reseated the card again, and installed the newest Catalyst again. I was able to run every game I had problems running at decent framerates again!

I'll play for a whie and post Afterburner's readings soon.
