HD 7970 Issues, or other?

So, starting yesterday, after modding Skyrim, I've been getting weird artifacting issues with my three-month old 7970. For every game that I own, I see artifacts in things like menus and loading screens, but they fade in the actual game. That's weird, sure, but then what's even weirder is that when I exit to the main menu, everything is fine for a few seconds, but then it suddenly starts to artifact just as hard again, as if it's an issue with the card in/transitioning to it's low-power state? There's a fair amount of stuttering in-game now, though, which is making things sort of unplayable, but I do get normal FPS when not stuttering.

My setup is:

BioStar TZ77A Motherboard
i5-2500k @ 4.6GHz, 1.4v, 58C under gaming load.
Sapphire HD 7970 Dual-X OC W/ Boost @ 1.125GHz, 1.175v, ~55C under gaming load
Vengeance Pro 2x4GB 1333MHz @ 1600MHz, 1.512v
COOLMAX ZU Series ZU-1000B 1000W 80 PLUS Certified PSU

Another thing to note is: Screen blacked out, and then received no input after a few seconds of LTC mining until a restart, wherein when trying to change the BIOS to stock settings it froze, and required another restart to finally change the settings. This did not resolve the problem, and I'm thinking that a CMOS clear will yield the same results.

Help me?

I would reccomend running it at stock to see if that helps. If you have artifacting, RMA if you can through the manufacturer, thats a faulty card. You are well below the max 24/7 voltage for that card (I have a 7950, dual-X, and I run it a little higher). If you get no artifacts on stock clocks, try bumping the voltage up to 1.2v, and see if it clears up. If it does, scale back voltage till you find the least amount needed for artifact-free gameplay.

This is actually my 3rd 7950. First was DOA (Sort of, artifacts like crazy out of the box), Second one died randomly during Crysis 3 Gameplay. My third is running strong at 1.15ghz core and 1450mhz on the memory at 1.212v. Our cards have the same GPU core, so try giving my settings a chance if you would like.

What cooler are you using btw? If I recall 1.4v on intel is quite a lot, im surprised it's that cool

The video card still artifacts on stock clocks, and even underclocked and overvolted. Video Memory Stress test showed 5000+ errors at one point, but I cannot reproduce the problem.

The cooler on my i5 is a Corsair A70 from a friend.

I still find it odd that it works perfect when gaming, but in menus and whatnot it artifacts so very bad.

Well seems like an obvious defective unit, try to get it replaced. You mentioned underclocking/undervolting, have you tried stock? Temps and voltage are not too high, but i think the same thing would happen at stock.

Perhaps try flashing the bios to a new one, or reflashing the same. Do the same thing with your motherboard and install CCC 13.11 beta 9. 13.12 gives me so many issues with my 7950 I had to rollback.
