Need thoughts on making calls on Pantech Element

So my wife destroyed her Galaxy S3, and we are pretty much out of luck for at least a month or more. We have a Pantech Element tablet that we have let the kids play with forever, its ready to go with AT&T, so I put her simcard in and have got text messaging working, but I am looking for a free program that will allow her to call anyone(and no, no one we know is using skype, so skype to skype isn't really workable). I know there are probably tons of solutions, but I just have never had this come up, so I have never had to look into it.

If it matters it is running version 4.0.4.

I don't know if you still can, but I like to use google voice. You have to pay for calling out, but she can at least have her own phone number, text anyone and receive calls for free.

I don't know of any service that allows calling out for free. I know you've already ruled out skype, but I did use it for calling my bank and family while I was studying abroad. I've got to say that it is remarkably cheap to use the service (I think I only put about $5 on my account and hardly spent any of it). Looking at google voice's rates, that is vary cheap as well.
