HELP! rePasting i7 4th gen mobile

I did a repaste from the crappy stock job on my gt70 a few weeks ago. It seemed to be running sorta hot like 50 ish on idle and 95 on bf4. That is the cpu. so i decided to open it up again today and I remember this weird strip on the cpu it had paste under it on all the resistors or whatever, thinking about it that seems strange as these usually dont get covered up or pasted, it seems like unnessary paste. tell me if i shld remove this strip and old paste under it or what I should do?

I would have no idea what that is. On desktop chips I believe the voltage regulaters are there. But they dont have that strip. Are you sure you repasted correctly?

that part was from the stock i just left it there and idk if its making things worse or better

I figure it must be there for some reason so I would either leave it and just reapply the main CPU paste over the silicon chip only. Is that black strip squishy sort of? If so it's likely a thermal pad, in which case it was put there to dissipate some sort of heat. Which is strange since all I'd expect under there are resistors and these in particular don't exactly put out heat.

its not a thermal pad...its just covering a lot of paste covering little surface mounted resistors
