The rest of your ram is being used by hardware and being cached.

Try fully deactivating the iGPU in BIOS.
Until you do, it'll reserve RAM incase you want to use it.

If that doesn't help, please post a complete system-list and the first couple of pages from running dxdiag.

Run dxdiag by pressing WindowsKey+R and the type dxdiag and press enter.
Then press "Save all" or "Lagre all informasjon" and grab a few pages of the log and post it here.

But how to fix that my ram run on 1333 mhz but is 1600 mhz ??
In BIOS, most likely you'll find an option named XMP somewhere in the BIOS.
When you do, enable it or change the XMP Profile to whatever it lets you.

Also, did you buy all the RAM in one package, seperate sticks or a couple of 2x2GB packages?
The RAM-clocks will often be lowered if you use more DIMMs than the RAM-set was made for.
