FPS can go from 80 to 20 for a moment then go back?

Hey there. This is a problem I've had for a while now and it's high time I find a fix for it. For starters, here are my specs.

OS: Windows 7 Home Premium 64-bit SP1
CPU: AMD FX(tm)-8120 8-core processor (OC'd to 3.7 GHz, planning to increase more if I can solve this issue)
GPU: 4GB NVIDIA GeForce GTX 770 (EVGA)
RAM: 8 GB Dual-Channel DDR3 @ 803MHz (9-11-11-29)
Motherboard: ASRock N68-VS3 FX (CPUSocket)
Storage: 1 TB Western Digital, 465 GB external HDD
Monitor: 1 ASUS VX238H 23-Inch Screen LED-lit Monitor (1920x1080)
1 HP monitor (1440x900) (I don't game on this, it's mainly a communications screen that I use for Skype and what not)

My specs aren't -horrible- but the performance is all that matters. I'll be playing Skyrim with no problem then suddenly plummet to 40 FPS for a few seconds before jumping back to 60. Same thing happens in Counter Strike Source, I typically play at around 285 FPS but I'll drop to 60-70 for a few seconds. I've no idea why this is happening, maybe it's a piece of my hardware. I can provide any information you guys need, I'm just looking to end this pain.

What I'm thinking is happening is the cpu is downclocking. You can fix it by going into your bios and finding your cpu power options and disable c6 and all that stuff. That way your cpu will always be at 3.7 instead of going to 1.6 or 4 core 4ghz turbo mode. And as far as your motherboard goes I'd probably hold off on overclocking anyhigher.. Good luck!

I didn't see a c6 option but I did disable a turbo mode setting. Was that the correct thing to do?

That will help. But if you want it to be running full tilt 3.7 all the time you need to find your setting that allows the chip to downclock itself when it isn't being fully utilised and turn it off.
