Stuttering/terrible FPS in every game

Hey there. This is a problem I've had for a while now and it's high time I find a fix for it. For starters, here are my specs.

OS: Windows 7 Home Premium 64-bit SP1
CPU: AMD FX(tm)-8120 8-core processor (OC'd to 3.7 GHz, planning to increase more if I can solve this issue)
GPU: 4GB NVIDIA GeForce GTX 770 (EVGA)
RAM: 8 GB Dual-Channel DDR3 @ 803MHz (9-11-11-29)(<-- May be the problem?)
Motherboard: ASRock N68-VS3 FX (CPUSocket)
PSU: Rosewill 1000w 80+ Bronze
Storage: 1 TB Western Digital, 465 GB external HDD
Monitor: 1 ASUS VX238H 23-Inch Screen LED-lit Monitor (1920x1080)
1 HP monitor (1440x900) (I don't game on this, it's mainly a communications screen that I use for Skype and what not)

My specs aren't -horrible- but the performance is all that matters. I'll be playing Skyrim with no problem then suddenly plummet to 40 FPS for a few seconds before jumping back to 60. Same thing happens in Counter Strike Source, I typically play at around 285 FPS but I'll drop to 60-70 for a few seconds. I've no idea why this is happening, maybe it's a piece of my hardware. I can provide any information you guys need, I'm just looking to end this pain. I've also got a stuttering issue where the FPS will go from 60 to about 45 for a split second before returning to 60 for a moment before doing it again.

Games this happens in:
PayDay 2
Skyrim
World of Warcraft
Counter Strike Source
Any game ever

What I've tried:
Unclocked memory, no difference
Unclocked CPU, reset voltage to default (isn't as apparent but FPS does decrease at 3.1 GHz)
Updating BIOS (there was no update)
Check temps (stays at about 40-55 celsius when under load and at 33 idle)
Overclock GPU (Literally does nothing, I usually have it overclocked but setting it to stock doesn't help either)

when reaching temps like 55 celcius, isnt your cpu throttling? maybe its your motherboard, it have a very low end VRM system.

What PSU do you have you dont list it

Try these three things:

Turn off Antivirus programs, if any. AV and games don't mix. MS Security Essentials, for one, is a notorious CPU hog at times.

Unlock your cores. This helps every game, not just BF4, and works on AMD as well as Intel.

Turn your GPU power slider up:



EDIT: Never mind the GPU slider, you'll have to see if there is something similar for nVidia.

U need at least a 970 chipset, with a good VRM cooling system.

Only thing i know about that one its a HighPower made PSU

Rosewill has not made it

Anyway it way overkill wattage wise so thats is not the problem

Yeah, I guess it could be the motherboard but for some reason that doesn't feel right to me. I'm installing a heatsink with some Arctic Silver thermal paste soon, Saturday actually, I suppose that will help tremendously with the temperatures.

I have Microsoft security on, that could be a problem. Do I disable every security feature I have? And will unparking the cores work for other games other than BF4?

I see its a multi rail PSU with only 20 amps on the first two rails

Be carefull that you dont overload a rail otherwise the PSU will shut your system off
