As long as the device runs Windows 8 Pro, most Windows x86 software will work. I've got an Asus Transformer T100 which has the same CPU as the Dell Venue 8 Pro and it's working fairly well. Alas, I'm finding Windows 8.1 to be a bit of a headache in both desktop and tablet mode. I find myself preferring Windows 7 for desktop and either Android or iOS for tablet.
That said, so far, I've had no issues using MPC-HC for playback of 720p anime MKV streamed from the file server. I'm not sure about Google Talk, though. If it's available for Windows x86, then yeah, it should work on the Venue 8 Pro.
