Windows File and Permissions Programs?

Since I've had trouble with transfering files from one hard drive to another many times due to NTFS and Windows permission errors I decided to look around for tips, techniques, or atleast a program that would help me bypass these problems. Seeing as the only techniques I've found thus far are with Professional to Professional or Professional to Home I'm still having problems with Home to Professional and Home to Home transfers.

After a bit of googling I've found a few programs for file and/or permissions management, and was just wondering what you guys would recommend? If possible, I'd love to find a free program as well.

Also, is there an alternative to Norton Ghost I can use to make back-ups and drive images? Once again, free is always good.

windows Home doesn't support NTFS permissions...

A program I've used for years for doing drive images is, Image for Windows. Make sure you use the Phylock program with it from there. Also there are other great programs they have such as Copywipe for wiping hard drives. They have Image for Linux as well. Here is the link;
