i had a similar problem with my first built pc. i found out that i hadn't pushed down the CPU enough, so the system didn't boot. it's worth checking.

also, what brand makes your case? 450W seems sufficient, though it's a minimum for those specs, but if you have a no-name psu, then it's bound to fail.
