Unless you have a really bad chip, no. You could probably hit 4.6GHz at that voltage, provided temps aren't a problem.
Multipliers allow overclockers to overclock at higher increments while not increasing the speed of other parts of the PC (RAM, PCI bus, etc.).
In the past, the bus speed was the only way to overclock, but now it is just used for fine-tuning (and overclocking CPUs with locked multipliers).

Ok sorry maybe didn't say it properly, can hit 4.5ghz with the multiplier alone, but have found everything to be quicker at 4.5 with 210 fsb. to get 4.6 have to run 1.4875 to get it stable and prime and memtest without any errors.
In the works of doing a push pull on the rad to see if my temps can come down, figure less heat will be less voltage for a stable clock.

haha I even tried opening the door when my wife is not home and gearing up the snow gear to get the ambient temps down close to 0c, when I do that cpu idles at around 5-10c and have been able to run 4.7ghz at that same voltage stable, with the cpu only going up to 50-52c-- so definitely a heat issue, but cant live in the cold and come summer with ambient up around 25-30c , might have to put my rig in front of the window AC unit.

Anyway thx for the help, will let you guys know how the push pull goes, hoping to drop the load temp to maybe 58c , does that sound reasonable a 5c drop with double the air flow??

Hey All. I am having similar issues with my overclock. I have an Artic Freezer A30, which is a pretty big 120mm cooler, using the MX-4 past that came with it and applied per the included instructions. I have the fan pushing air through the heatsink which is pointed at the back of the case pulling the hot air out. Two front 140mm fans bring cool air in.

My mobo is a asus m5a99fx pro r2.0 am3+.

I have followed OC instructions for this processor and right now have a very minimal OC of about 300mhz (from 3.5 to 3.8ghz) by simply tweaking the multiplier. no change to voltage (currently 1.35).

when I run prime 95 it doesn't take it very long to go from about 30c to 60c+. I'm using CPUID HWMonitor to keep an eye on my temps. I am a little cofused on which temp is more important as I have a CPU temp, then further down it says AMD FX-8320>Temperatures>Package, and that runs about half the temperature. out of the two which is the more critical when gagueing how hot the CPU is actually getting? see below image.

CPU is your socket temp, Package is your core temp. Use HWinfo64 instead of HWMonitor, youll be happier with it.
