Does anyone know where to buy these? They're called "USB Touchscreen" apparently. And how much are they?

What you mean "turn an LCD into a touchscreen?"

But if you are looking for a touchscreen monitor.

uhhh, never heard of it, I thought touchscreen worked with heat sensors so when you press your finger, it's detected, but I never heard of a USB thing that turned a LCD into a touch screen, it's not like a USB device would create sensors in the monitor. I'm almost sure what you are talking about doesn't exist. If I am wrong, my bad.

a touchscreen LCD plugs into the vga and usb ports....

just means that it's kinda like a usb input device laid on top of a monitor...

Kind of.
Take a look at these articles:

A touchscreen works by criss-crossing hundreds of lasers across the screen. When a finger touches the screen, it breaks at least two lasers - one on the y axis and one on the x axis.

The PC can then work out where the finger is using these co-ordinates and react accordingly

That's just gonna be something that you stick over your monitor, like a sheet of clear (hopefully!) plastic velcroed to the screen

At our school we have massive projected screens with these small devices in the corner that transform the screen into a touchscreen.

Dunno what they're called, but they're cool!

It's not lasers or heat. It's just a pressure sensitive net embedded into a plastic sheet. I know what you mean.

Yeah, most touchscreens that I know of are pressure sensitive. For example, the DS's lower screen is pressure sensitive; it has an extra layer with a tiny space.

The problem with that touchscreen thing is it requires some modding. The USB one I found is nice, I just don't know where to get it or something else like it.

Edit: Well, I found the price tag. Minimum price of $294 USD. Too expensive.
