Here is the BIOS that I just got from PowerColor Tech Support for the black screening problem of my card. Use at your own risk. BIOS file number is F3502LAA.ROM

I just read the disclaimer on the email and I'm not alllowed to post it so I removed it until I can get permission VIA PowerColor.

I just answered my own email/question that I sent to Raymond.
Sorry but you will need to contact Raymond to get a BIOS unless he says otherwise in my email that I sent to him.

This is Raymond from PowerColor, we were contacted before about performance issue with a small batch of cards. We have a bios update now that fixes the performance issue. To get the bios update, please email me with the EAN code, Serial Number and Model number. Basically all the sticker number on the back of the card. The bios will be released on a per case basis, so please do not release it publicly as it might damage other graphic card. You can email me directly at Raymond.Hsu@powercolor.com.

Here is the email that I received from Raymond at PowerColor about sharing the BIOS that he gave me and what were the changes to the BIOS that made my card finally work.

So to get a bios update, just email Raymond (raymond.hsu@powercolor.com) with the EAN code, Serial Number and Model number. Basically all 3 stickers with numbers on the back of the card (I sent a clear picture of them) with the problem and BIOS request.

Either it's a batch or batches with a known defect, or they are trying to find out if it's a specific set of defective batches. If the bios is meant to correct something, you don't want to release it publicly and have a bunch of users who don't need it try to flash it and cause problems Powercolor has to deal with. And Powercolor may want details on who needs the bios, in which case they'd want you to email the card numbers to them so they can log it. So it makes sense.

So far my card is now 100% stable and on par with performance per stock clock so if anyone here is having the black screen problem then give Raymond an email and try the new BIOS that I have.

So why other vendors don't do that they just release to public , not everyone know about this they need to be informed

If the issue applies to all cards, then sure release it publicly. Like when Gigabyte tweaked the fan curve and clock speed on their 290 windforce, that applies to every card, so sure put the bios up for public download. Or when AMD wanted to change the fan curve on the reference boards, again, sure get the bios to everyone.

But here not everyone has the issue. And keep in mind what the problem is -- some of the cards underperform. But it's not like these cards are nerfed and useless; even the underperforming cards are still among the strongest gpus you can get right now. The difference in performance is a deal breaker to an enthusiast probably, or someone who strongly believes you should get what you pay for. But a lot of users won't even notice. A lot of users will get one of the underperforming cards and go "this is amazing, what a great card, I can max all my games!" They'll be perfectly happy. So why stir that nest? Just let those people be. You don't want everyone out there flashing bios, a fair number will result in bricks and then Powercolor has to deal with that issue on top. That's probably Powercolor's attitude and while I'm not saying that's something to praise or anything, I can understand it. Just as I can understand some users saying "no I won't put up with this."

Yes, when I pay for an overclocked 290X I kinda expect to get a little better than reference 290X performance. I recently bought a Powercolor 290X PCS+. It has the performance of a reference 290. I've run many tests, currently running some folding@home, I'll see how that works out. 3dmark, unigine, all games etc it performes like a 290. Serial number is DC1402013188, I don't know if that means it is an early sample? I've emailed Powercolor a couple of days ago, but haven't got any reply yet. Thinking about returning this one, feel kinda cheated.

Sure the temps are great for an air cooled card. And it is reasonable quiet. But the performance isn't there. I don't know if this can be fixed with a BIOS update, and I'm irritated that I didn't do more research before my purchase. I have no clue to why performance is sub-par, it doesn't seem to throttle much, at least not GPU core frequency.
