Gaming monitor for 250 $

I am buying a new pc with r9 290x and 4770k (maybe fx 8350) and I would like to see those fps..I would like it to be IPS but I could not find any IPS with 1,2 or 3 ms response time in my price range. I am sitting 0.5 meters in front of the monitor so I dont want it to be too big.I think that 23" would be perfect.

Can you recommend something?

If you want IPS then the Dell P2414H should work great. And it's easily within your price range - currently $219.99 at Amazon.

Extremely low input lag and PWM-free as well. Good review at TFTCentral.

Those so called 1-2ms response time monitors are rarely ever 1ms, you'll most likely be fine with most monitors between 1-5ms. Anyway, if you want to see more frames you need a monitor with a refresh rate >60Hz. There aren't many ips monitors that are capable of >60hz, the ones i'm aware of are the korean monitors with the dual dvi connection only.

is it really that big diffrence between tn panel and ipsin picture quality? I am thinking about asus vx238h

forget IPS if you want frames

go for tn asus 1-2ms, or benq 1-2ms gaming 120-144hz, they are not cheapo

i am looking for monitors too

but i want 27 inches IPS 5ms with 260$max, there are some few, lg, viewsonic, etc

I would prefer VA screens like benq vw2430h due to the much better contrast(about 4000). It has VESA mount I need most others don't.  There are also 120Hz EIZO FG2421(half VESA mount (2holes)), but expensive.  But it is a bit difficult to buy 60 Hz monitors now, without g-sync and free sync. Picture quality are so subjective unfortunately. I don't know weather I can use the black frame insertion feature as I am sensitive to flicker. And it is expensive as you really need 2 gpu's and fast CPU to support 120Hz without too much compromise on quality settings.
