month old bump but same issue if anyone found a cure.

happens only in CS:GO and happens offline in the menus too. I'll be clicking through the menus and FPS will drop to sub-30 and I'll hang with audio stutter and in game it's the same exact issue you described.

Thinking it's my HDD (have it installed on the Green) but it doesn't have any issues with any other games.

Try this Timer Resolution app.
Set it to max leave it running while you play.
It works in other games for people might help here IDK

Get free version works fine on x64 all way up to 8.1

It was my Green drive. Never used to and it's not fragmented so I assume it's on its way out. Started doing it on high resolution movies/TV shows too ... it'll play fine and then it'll hang the picture for 1-3 seconds while the audio plays normally ... then the video goes 3x as fast for 1-3 seconds to catch up and all is fine for 5-10 minutes and it does it again. mad.gif

Moved games to SSD and everything is gravy. SSD is too small to keep them there though frown.gif

Using guidance from The Pook, I was able to solve the problem for myself.
I had tried virtually every suggestion to fix this issue. I did the launch commands, reinstalled the game, defragged my hard-drive, etc.
I quit CS GO for a while because I was frustrated with all the stuttering.

My resolution:
I have multiple hard-drives. I have a solid-state HD I installed windows on. I have a separate standard HD I use for installing my games, downloading music, etc. Before, I had CS:GO installed on my separate standard HD. I deleted the game from my standard HD, and I reinstalled CS:GO on my primary SS hard drive. The stuttering issues are 100% gone. The menus still stutter, but the gameplay is stutter free.

I agonized over the stuttering for months. Hopefully this works for others.

Glad I could help! My other video problems in movies was due to using the beta version of VLC media player so I'm not looking at a dead drive thankfully.

but for some reason it doesn't like CS:GO anymore. no idea why.

just for who ever stumbles on this post don't buy hardware thinking it will be fixed. i've been having this problem for a long time and the only way to fix it is to remove csgo completely (maps and everything) this is the one thing all the other "fixes" have in common also found a few other guys on the steamforums who say that it might be because of 1 file in the csgo folders client.dll that is changing while it shouldn't. funny thing is there used to be a kind of similar problem in 1.6 that you could fix by ******* around with the client.dll file. i don't know much about these kind of things but maybe someone who does could figure out what to do against this
