Slow HDD transfer rate

My friend has a laptop HDD from Hitachi. It is a 5400rpm one. He experienced slow reading speed. It should be around 100mb/s, but only after the 50% mark is somewhat how it is supposed to be. The bench was run from Hiren's Boot Disk. Smart shows some warnings on reallocated sector count and pending sector count. The disk is split on two logical drives. If it's possible, he doesn't wont the D:\ to be formated, but it seems it is not going to be an option. Please advise me with troubleshooting options. I'm thinking about doing a low level format, will it help?

Usually errors and smart data are hardware based and not related to logical drives. You can format individual logical partitions using windows disk management (found in computer management).

realocated sectors mean drive is dying, save all data and get a new drive
