A30 heat sink should do it, it design and mass should do the job. But there are issues...
Fan is advertised as extra quiet and there fore obviously week for moving air.
Also A30 I installed into my rig had one of it heat pipes up off by tiny part of millimeter by it entire length and did not had direct contact with CPU, what is absolutely terrible for heat transfer. To make things worse it was also one of inner two heat pipe where most of heat from CPU should be moving to heat sink.
Then contact zone of all heat pipes had machine finished what was seen by eye and could be tested under fingertips, whats also terrible
I would say that cooler is excellent, robust design, can be rotated into 4 sides. Design as such done over the top, better than most other expensive air coolers.
Unfortunately Im quessing it had come with some production cost cuts by getting under the standard (for today standards) machine work and got merged with week (advertised as quiet) fan.
Thats why its out of box terrible in cooling when under load and there for sold as rather cheap cooler.
But if you are ready to lap it and replace it stock fan with something more powerful (+play a bit with some in case diy air ducts for even more efficiency) its larger heat pipes and bulk size shines.
EDIT: I would rather worry about how to cool VCORE etc with 9590 plugged in. That CPU W consumption must be melting MB parts just like butter if not properly cooled :/Edited by Hrv123 - 3/7/14 at 9:25pm
