Cursor jittering/lagging with new build

Recently built a computer (for the first time), and everything works fine; runs smoothly, gameplay is great, however the cursor doesn't seem to want to move properly. For example, I'll move it across the screen and it'll just jitter across. This problem occurs randomly, and I know it isn't computer lag - everything else in the background is running fine (e.g when Skyping, I can see the emoticons still animated in the background yet the mouse won't move). The mouse works absolutely fine with my laptop.

System:
- CPU: A10 5800K
- GPU: Radeon HD6670 2GB DDR3
- Mobo: (Forget the motherboard, don't think it's relevant though)
- RAM: 4GB DDR3 1600Mhz
- Mouse: Microsoft Arc
- OS: Windows 8.1 Free Trial
- (Anything else just ask)

How can I fix this?

Have you installed the MS software with the mouse? (Haven't owned one in ages, don't know if they come with it or not.) could be a configuration. IIRC that's a touch mouse yes?

Already had the drivers, tried re-installing but didn't help. It's starting to drive me a bit mad - anyone have any more suggestions? It happens seemingly randomly, It isn't lack of memory/CPU; at time of speaking I have only 50% of RAM taken up and only 5% of CPU, yet the mouse it still 'lagging'.

Just curious, but have you tried a corded mouse on the machine? I only ask because I've seem some really sketchy stuff with the microsoft wireless mice on certain motherboards. Sometimes they just won't work with a build.

Yeah, corded mice work a lot better. I really like this mouse though, is there any way to get it working right?

By the way, I found it works fine for about 5 minutes after plugged in, then starts to get worse until I take it out/back in again...
Glad I've got a Leap Motion to use as a substitute XD
