Can you use PowerTune to make an R9 card turn fans off when idle?

I've been doing some work on a silent PC build. I'm not satisfied with the performance of the cards you can run with just a passive heat sink on them. What I was wondering is if you can use AMD's PowerTune software to drop clocks/volts when the card is idle to the point that the cooling fans turn off completely. Then when you launch a game it spins up and restores full power/performance as usual. I know that PowerTune is a little over eager to drop clock rates and reduce power to begin with, I'm just not sure how far you can go with it.

It idles at 40C with droped clocks and voltage...you turn the fan off, it's going to fry.

Water cool it if you want it to be quiet..
