I've been doing some work on a silent PC build. I'm not satisfied with the performance of the cards you can run with just a passive heat sink on them. What I was wondering is if you can use AMD's PowerTune software to drop clocks/volts when the card is idle to the point that the cooling fans turn off completely. Then when you launch a game it spins up and restores full power/performance as usual. I know that PowerTune is a little over eager to drop clock rates and reduce power to begin with, I'm just not sure how far you can go with it.
