If this is the case, is there any functional difference between Haswell-K and Haswell-refresh-K?

Nope. The haswell refresh will be 100 mhz higher stock clock. Its possible that they will OC slightly better. Id just get 4770k now and not bother with waiting.

what they need is stop capping Haswell @ 84w TDP, put a higher tdp @ the usual 95w and clock Haswell @4GHz out of box.

makes no sense, as they would not sell enough of 1k chips to cover the costs of 8 core chip. its simple math. then again greed does trump math often ...

tough i would assume they could try to pull a fast one and sell the 1k chip for few months and then release the 550buck 8 core later down the road

Where does it say VRMs are moving back to the board with Broadwell? VRMs moving back to the board would mean instant incompatibility for Broadwell with any Haswell board.
