You can try a new cable, a new PCI-E slot, and/or new video output on the back of the card. Check to make sure you have proper drivers and nothing conflicting with them. If you were adding the card to the system, uninstall drivers, go into safe mode, run DDU, reboot and reinstall latest drivers for your card.
Last time I saw that on start up was for a computer I built when I was 12. I installed the card on carpet and killed the card. That was a very expensive lesson for someone who made 5 dollars a week. Hopefully ESD isn't what happened to you and you can get it straightened out.
There is some hope, so don't give up just yet. I've seen a post here and there like yours with a happy ending.
